A stone building serving as a hostel or rehabilitation centre

The setting of this could be a few different places I have visited during my van driving days.
It is definitely in the north east and could be
Langley park
Esh winning
Bear park
Kirby Stephen

The place was an old town anyway with cobbled streets.

There was a stone building with some scaffolding.
It seemed like this stone building housed homeless kids who were also going through some rehabilitation. My friend and I were part of the authorities that check that the place is running to protocol, and that everything was OK.
We were investigators.

There was something to do with a washing machine, I am not sure if there was a person inside one. Or maybe it was in some one's bedroom.

The building had two floors to the building and I remember one of the kids had an attitude problem.

This is an old dream that had come back and it is linked with my van driving days as I remember delivering a TV in this area and parking around the corner from what would be the stone building.
